University of Gothenburg

The total defence

In times marked by geopolitical uncertainty and rapidly changing global conditions, the need for in-depth knowledge and strategic preparedness is becoming increasingly critical. As part of our societal mission, the University of Gothenburg is launching the educational initiative Skarpt läge, aimed at strengthening Sweden’s resilience in times of unrest, armed conflict, and war. Through a knowledge-driven approach, we bring together academic expertise to equip society with critical skills and insights.

SKARPT LÄGE

– an educational initiative to strengthen Sweden's resilience

Skarpt läge is a commissioned education program consisting of a series of courses that address key challenges arising in a shifting world order, where digitalization plays a decisive role both as an enabler and a source of vulnerability.

Digital technologies create new opportunities for societal organization and security but also imply increased risks such as cyber threats, disinformation, and dependence on digital infrastructures. The courses build on existing academic programs that have been adapted to meet the specific questions and challenges arising during times of crisis and conflict.

We offer the following courses:

Digital Resilience and Cybersecurity

  • Laws and ethics in cybersecurity
  • Organizing for security
  • Democracy and cyber warfare

Digital Innovation in Times of Unrest

  • Digital innovation
  • Agency and generativity in times of crisis
  • Emerging organizational forms and social resilience

Misinformation and disinformation

  • Misinformation and disinformation as communication: types, forms, and contexts
  • Rhetorical fallacies in political contexts
  • Fact-checking in news media contexts

Organizing in a digital society during armed conflict

  • Civil society and self-organization
  • Digital infrastructure as a critical societal system
  • Shifts of power in times of hybrid conflict

Flexible Teaching Formats

To meet diverse needs and circumstances, the courses are offered through flexible and modern teaching formats. Participants can engage with the courses through a variety of modes, including:

  • Campus-based lectures and seminars for in-depth discussion and interactive learning
  • Digital activities and workshops to ensure accessibility and participation regardless of geographical location
  • Asynchronous learning activities that allow for self-paced study and individually tailored learning paths

Audience

Skarpt läge is directed toward decision-makers, government officials, business leaders, academics, and other societal actors seeking to understand, manage, and counter the threats and challenges arising in times of heightened risk of war.

We welcome collaboration with public and private actors to jointly build capacity and preparedness in uncertain times. The University of Gothenburg contributes to this skarpt läge with education grounded in scientific research and practical application.

We warmly invite you to participate in Skarpt läge — together, we can create a safer future.
