Description:

In July of 2021, the EU Commission published a comprehensive set of legislative proposals to deliver the European Green Deal, the 2030 Climate Action Plan and increase EU’s climate ambition. The set of proposals referred to as EU’s Fit-for-55-package contains measures to achieve EU’s 2030 emission reduction target of at least 55 per cent and align legislation with EU’s 2050 climate neutrality target. The Fit-for-55-package contains a proposal to extend the scope of the “cornerstone” of European Climate Policies, the European Emissions Trading System (EU ETS) to the maritime transport sector.

The topic of this presentation is the regulation of GHG emissions from maritime transport from the perspective of European Climate Policy.  The presentation will focus firstly on emissions trading as a policy instrument and questions of policy design when extending emissions trading to new sectors. Secondly, the presentation will discuss the development of European climate policy in relation to maritime transport and finally conclude with reflections on the proposal by the EU Commission to extend the European Emissions Trading Directive to maritime transport.

Emilie Yliheljo

Emilie Yliheljo is a Doctoral Candidate at the Faculty of Law at the University of Helsinki. She is currently writing a PhD thesis on the regulation of the European carbon market in the intersection of climate law, private law and financial-market regulation. She is a member of the INTERTRAN Research Group for Sustainable Law and Business. Emilie is specialized in climate law, climate finance and governance of market-based mechanisms. Emilie has over 10 years of professional experience working with emissions trading and climate finance in the public and private sector. She has e.g. worked as a Senior Specialist in the Energy Department of the Finnish Ministry of Economic Affairs and Employment as well as a Legal Adviser in the Emissions Trading Unit of the Finnish Energy Authority
