Professor Dr. Catherine Banet

During this presentation, Professor Banet will reflect about the most central legal elements that influence the development of the Carbon Capture and Sequestration (CCS) value chain. Among the topics addressed will be first the structuring requirements for the value chain, such as responsibility for leakage, transfer of liability between actors, cross-border transport of CO2 by pipeline or ship, and coverage of activities under emissions trading schemes. Then, the presentation will discuss the possible incentives and risk coverage instruments to further enable CCS. The role of CCS within the umbrella of negative emissions technologies (NETs) will also be addressed. The presentation will analyze these issues from international, European, and, when relevant, some national legislation.
