I am Professor at the Department of Political Science and researcher at the Quality of Government Institute, University of Gothenburg.
Research
My research focuses on:
- how public bureaucracies are organized around the world. I am PI of the QoG Expert Survey on bureaucratic structures and bureaucratic behaviour in countries across the world and across Russia's regions;
- Causes and consequences of authonomous (Weberian) bureaucracies
- State capacity conceptualization and measurment
- Institutional sequencing: state capacity and democratization
- Long-term effects of state capacity on tax revenue, including property taxes, and tax compliance
- Effects of New Public Management reforms: here and here
- Structural determinants of service quality in nursing homes: here and here
- Women political representation in authocratic regimes
- African politics: here and here
I have published on these and related topics in Journal of Public Administration Research and Theory, Governance, Public Administration, the European Journal of Political Research, Environment and Planning C and Journal of East African Studies.

Teaching
I teach BA, MA and PhD-level courses. I am the course coordinater for Quality of Government in Comparative Perspective (MA), Delegation to Executives: Dilemmas and Institutional Solutions (BA) and Advanced Study of the State, its Citizens and its Institutions (PhD).
I am currently supervising three PhD student: Magnus Åsblad (main supervisor), Monika de Silva (second supervisor) and Palina Kolvani (second supervisor).
Under my supervision more than 45 students have successfully defended their MA dissertations at the University of Gothenburg. I also supervise theses of BA students.
