About Vonintsoa Rafaly
Vonintsoa Rafaly defended her thesis in January 2020 at the University of Nantes (France). Her research explored the ongoing change in law of the sea, namely in international law of fisheries, tending to a mutualization of states responsibility, driven by cooperation and compliance instead of classic ways of states responsibility. Her fields of interest are related to the consideration of common interests in the evolution of the law of the sea and ocean governance and its impact on states cooperation concerning high seas. This would be experimented through the concept of ‘socialization’ in the law of the sea, analysing the interplay between states and non-states actors and different regimes (global, regional and sub-regional levels).
