The role of intelligent software in maintaining client-vendor power asymmetries: A study of outsourcing of pharmaceutical drug discovery

While research on outsourcing frequently points to the role of information technology in facilitating inter-organizational exchange, few studies critically examine how digital control tools can serve to maintain power asymmetries between client and vendor organizations. In this paper, we address how the introduction of intelligent software contributes to the reproduction of geopolitically determined power structures in client-vendor relationships. We focus on the outsourcing of pharmaceutical drug discovery to contract research organizations (CROs) in India, and perform interviews with multiple stakeholders including CROs, Client Pharmaceutical organization, software developers, distributers/brokers and regulators. Our preliminary findings suggest that software enabled control tools have implications for vendor innovation, Intellectual property rights and the very nature of control.
