Smart Cities for the Arctic?
The paper intends to contribute to the discussion about Smart City and participatory governance (PG) into the context of the High North/Arctic.

Specifically, we try to analyze media texts and understand the display of Smart City and PG ideologies in context of the High North.

The paper is based on documentary and media review for the period of 2016-2019. We analyze talks in 76 High North cities in Norway, Russia, Finland and North America.
The preliminary findings indicate several different ways of Smart City initiatives into the context of the High North: networks (Norway), top-down governmental standards (Russia), external projects (Finland) and ranking competition (North America).

Even though in most cases PG initiatives appear in the Northern/Arctic cities, with few exceptions they are not linked to city Smart development and here we can challenge existing Smart City ideology dominance.
