Sammanfattning

This paper reports a study of how municipalities, state agencies and other organizations working with the induction of newly-arrived immigrants in Sweden cooperate by establishing a system for assessing the immigrants' competencies gained through "lifelong learning". Among the various practices involved in this "management of difference" the organizations actively engage in casting the immigrant. While such casting is not necessarily problematic, the work with validation in Sweden, with regards to getting people into employment quicker or integrating them better into society, have been described as somewhat disappointing. Some of its shortcomings may be explained by the fact that the efforts to remove inequality involved the categorization of the newly-arrived immigrants as having an “upsetting identity” in relationship to what was considered as the Swedish norm. Instead of highlighting what the immigrants could do, the assessment activities above all highlighted what they could not do in a Swedish context.
