Who Needs Effective Doha Negotiations, and Why?

Sammanfattning

The growth and resilience of world trade indicate that the original aim of the GATT agreement is largely fulfilled. In the light of this success the economic need for a Doha round agreement becomes less clear for the parties involved in these negotiations. This article makes a qualitative analysis of how countries express their need for this new WTO agreement, based on the reactions of the parties involved in the breakdown in the negotiations in Geneva in July 2008. From an analysis of these reactions, it becomes evident that the needs of the actors differ considerably. Only a minority of the member countries expresses a need of a Doha agreement in terms congruent with the Ricardian norms of the original mandate of GATT and the WTO.. This difference in actors’ needs and norms will most likely lower the effectiveness of the Doha negotiations. If the negotiations are starting to concern something else than what the GATT and WTO were created for, this calls for a reassessment of the global institutional framework for trade.
