Since long, the Swedish national, foreign language syllabuses have a clearly communicative character, very similar to what the Common European Framework of Reference for Languages (CEFR) refers to as an action oriented approach. Different textual comparisons of the documents have been made but, so far, there has been no linking based on empirical data. The current text focuses on two, largely internal, studies that used holistic peer analyses of the Swedish national tests and assessment materials of foreign languages (English, French, German, Spanish) in relation to the CEFR, performed by experienced CEFR professionals in different countries. These studies should by no means be seen as alternatives to empirically based standard setting. However, they do provide interesting observations and perspectives from people working in different educational contexts. The text starts with a brief background to the Swedish system and the rationale for the studies; secondly, the method is described, and some observations are presented, in particular regarding a study of a national test of English. Finally, some reflections are presented on the outcome of the analyses and its possible implications for the ongoing work aimed to better understand the relationship between the levels of language proficiency defined in the Swedish national syllabuses and the CEFR.
