Sammanfattning

We have chosen to study Sweden and Germany, in order to answer the question how is EU policy within the field of energy efficiency policy being met by national, regional and local administrative levels? We dig out the answers in two countries with good reputation for well-functioning bureaucracies, but still with varying conditions when it comes to the local implementation. Between 2006 and 2011, the EU policy on energy efficiency has sharpened, from softer steering tools, to increased legal and financial steering mechanisms. Key findings are that the regional and local addressees, to a large extent develop their energy efficiency policies on voluntary initiatives. Our findings point to the facts that successful implementation depend on abilities to attract EU and national project funding, administrative, technological, legal and political skills to manage successful energy saving projects. Not surprisingly, these activities together depend on dedicated political support and collaboration. In addition, we have found an interesting intersection in one Swedish municipality between ageing politics and energy efficiency policy.
