By turning to the work of the German sociologist Ulrich Beck and his concepts of reflexive modernity, risk society, and subpolitics we get a better understanding of the preconditions for public relations as it is practiced in formal organizations. It is a description of how the transformation of modernity constructs uncertainties about the interpretations of the world and how this advances the use of communication as a strategic means. But it is also a presentation on how public relations is used by social movements—formed as loosely coupled networks—to raise claims of responsibility when trying to achieve political ends outside traditional political institutions.
