FRAM Seminar: Deterrence and Sanctioning in the REACH Authorisation System

Research profile seminar

Christoph Rheinberger from the European Chemical Agency, will present a study about sanctioning within the Authorisation title of the EUs regulation on the Registration, Evaluation, Authorisation and restriction of Chemicals (REACH).

Deterrence and sanctioning of offenders are an important feature of environmental regulation. A large literature has studied theoretical and empirical aspects of environmental monitoring and enforcement. One means for the regulator to obtain information on compliance is a self-reporting requirement. However, self-reporting creates incentives for moral hazard. To counteract problems of misreporting and lack of effort, the regulator monitors the accuracy of disclosed information and sanction offenses.

In this seminar, Christoph Rheinberger from the European Chemical Agency, will present a study which was performed together with Greta Franke from Ramboll Deutschland GmbH. The study was about sanctioning within the Authorisation title of the EUs regulation on the Registration, Evaluation, Authorisation and restriction of Chemicals (REACH).

Lecturer: Christoph Rheinberger is a regulatory economist at the European Chemicals Agency where he coordinates the work on socio-economic analysis. Christoph specializes in the economics of health and safety. In current work he is exploring various aspects of performance of the European REACH Regulation on hazardous chemicals. Moreover, he is involved in an OECD-led valuation study of different health endpoints associated with exposure to hazardous chemicals. Before joining the Agency, Christoph held positions as lecturer and research fellow at the Toulouse School of Economics and the Harvard Center for Health Decision Science where he has studied preferences for health and safety interventions and the issues that arise in the design and implementation of regulatory policies. The results of his research have appeared both in economics and interdisciplinary journals.
