“Public Service Bargains. A New Model of Bureaucratic Turnover”
This chapter presents a new way to think about the politics of bureaucratic turnover. It begins by introducing the concept of a “public service bargain” (PSB), and describes the characteristics of three unique ideal-type bargains – spoils, Schafferian, and managerial bargains. It then explains how and why the politics of administrative turnover is so very different in each of these bargains, with particular reference to the unique professional qualities that governments prioritize and seek to cultivate among administrative personnel.
