About Osvaldo Salas

Academic Background My studies in economics started at the Universidad de Chile i Santiago, Chile. In 1994, I obtained my Doctorate in Economics at the Department of Economics at the University of Gothenburg. Since obtaining my Doctorate, my academic work has consisted of both teaching and research. On the teaching side, I now have long experience of developing courses, creating courses and lecturing. My research interest is directed at public economics and public administration. Above all, I have focused on questions concerning the role of the state, welfare and the social sector. In recent years, the focus has been on the privatisation of welfare services and municipal welfare service production. In my research, I have mostly applied quantitative methods where cost-benefit analysis and statistical tests have been the principal tools. Current Research The project "Open Comparisons" is funded by the Gothenburg Region Association of Local Authorities (GR). This project is processing secondary data from the National Board of Health and Welfare and the Swedish Association of Local Authorities and Regions (SKL) with the aim of investigating the links that can be found between some 30 ratios that measure quality within geriatric care. With the help of descriptive statistics and statistical tests, the developments within the home-help and sheltered accommodation operations are being surveyed. The data material comprises all homes for the elderly in all of the country's municipalities. The number of observations is 2400 homes for the elderly spread across 299 municipalities. Furthermore, the focus is on the 13 municipalities comprising GR, where the comparison with the rest of the country enriches the picture and analysis of the development in the GR municipalities. Teaching I have been active as a lecturer on the subject of economics since 1987. In 1987-1999, I was active in teaching at the Department of Economics at the University of Gothenburg. I have also worked as an economics lecturer at Linnaeus University, the University of Skövde and the University of Borås. I came to the School of Public Administration as a part-time fixed-term lecturer in 1993, and in 2004 I was employed as a Senior Lecturer. My pedagogic activities include lecturing, exercises, course development and supervision. At the School of Public Administration, I teach at the bachelor's, master's and third-cycle level.
