About Rolf Solli

Background
Obtained a Doctorate in Business Economics at the Department of Business Administration, University of Gothenburg. I was appointed Senior Lecturer in 1995 and Professor in Business Administration at the University of Gothenburg in 2003.

Over the years, I have developed courses, taught at all levels in the public administration subject area, pursued research with entirely external financing and been active in collaboration with the surrounding society. Several research projects have been carried out jointly with researchers in other countries and other disciplines.

I have also been Director for the Gothenburg Research Institute at the School of Business, Economics and Law in Gothenburg as well as at Kommunforskning i Västsverige and being Head of the School of Public Administration for seven years.

Research interests
My main empirical field of research has been and remains municipalities and county councils. The overriding problems primarily concern management and control in a wider meaning. Currently, I work mostly with questions concerning control and management in large cities and what makes these change in difficult times.

Current projects
I have several projects underway at the same time. Dominating at the moment and for a couple of years into the future is a project dealing with the way municipalities meet difficult situations within the national research programme Natkom. Another project deals with the citizens' involvement in the municipal resource allocation process; the so-called citizen budget. A third project is longitudinal and places the focus on the municipal directors in the country; the project has run since 1995 and delivers publications in a constant stream.

Teaching
Today, my teaching is concentrated on the so-called Master's level where I implement and coordinate the course in Financial Control in the Public Sector, 15 credits. I also participate in a number of other master's courses and have responsibility for examination of bachelor's projects. Supervision of master's theses as well as doctoral students is a fairly common part of my teaching work.

Collaboration
By definition, my research is dependent on the surrounding society. Municipalities, County Councils and not least the Swedish Association of Local Authorities and Regions are natural partners for my research projects. They create access to practical work and finance most projects. In this instance, Kommunforskning i Västsverige, which I have headed for the last 10 years, also provides a route into and out of practical work.
